The Government of Mozambique has received financing from the World Bank to invest in water supply and sanitation in Nampula and Zambezia provinces, with the objective of increasing access to safely managed water supply and sanitation services, support the institutional development of the sector and intends to apply part of the proceeds for consulting services.

The objective of this assignment is to assist the AIAS,IP in designing and preparing for implementation of improved sanitation services in small towns.The consulting services (“the Services”) include Phase 1: definition and development of the Sanitation Service Models; Phase 2: provision of detailed design for construction of 4 Fecal Sludge Treatment Plants in 4 small towns and Phase 3: construction supervision of 4 Fecal Sludge Treatment Plants in 4 small towns. Phase 1 shall be a duration of eight (8) months, phase 2 fourteen (14) months and phase 3 twenty-four (24) months including twelve (12) months being defect liability period.

AIAS -IP, the implementing agency, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  • A reputable firm or group of firms with at least 15 years of experience in the sanitation sector engineering in design and supervision, at least 10 years in the development of appropriate technology, service models, and approaches for fecal sludge management
  • 5 years in working along public sanitation services provision chain (containment, emptying/collection, transport, treatment and disposal or reuse) of both onsite household toilets and sewerage, with private sector participation at least 10 years’ experience in Sub-Saharan African Countries.
  • Demonstrated track record in business design, capacity development and institutional strengthening, preferably in sanitation or related services, such as solid waste management. Such experiences should include preparation of effective business models and financial modelling.
  • Have developed expertise in sludge treatment and reuse.
  • Building local government’s capacity and longer-term engagement with public and quasi-public sanitation services and local private service providers.
  • The Consultant should be fully conversant with World Bank procurement documents and construction of projects in developing countries.

.The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Procurement Regulations.
